We use one of these https://www.netgear.com/uk/business/wired/switches/plus/gs105pe/ to power two CCTV cameras at the pole where there are no power sockets, gets power from a PoE switch and supply's PoE to two attached devices

Yes you can, we use it for lockdown triggered by a link put on staff computers. You can do a pre-configured message using VBScript from a machine that already has the console installed and also target all or select computers. our link targets the computer with the VBScript which in turn sends the lockdown critical alert along with siren noise to speakers in the external parts of the campus

On a laptop that uses direct access but isn't working externally, bring it into the workplace and do a group policy update on it, admin command prompt and type gpupdate /force this should update the laptop with the new certificate and then hopefully start working outside of the workplace. If this works then all other computers that require direct access will need to be updated via group policy.

We use https://www.pdq.com/ deploy and inventory, have got a shutdown task that is scheduled and looks at specific groups of computers we want to shutdown on a daily basis then another task to turn them on in the morning

Information Screens around school....

We have several around the school and they show relevant information depending on the location, for example the screens in the dining hall show healthy eating information along with the weekly menu. the reception screen shows the welcome to the school information, library has a live news feed with subtitles and so on. We use Planet Estream to manage them -
We use item level targeting in GPO and that seems to work

During the install it asks what items you want installing, I think after the 2nd 'next' click. as for where to install I would restrict the control section to only a few computers, maybe the reception computer and/or 1 machine in the staff workroom, that way you have more control over which machines can access the display computer and also restricts the number of staff accessing at the same time.

Go to the download section of that website, you can download either 32bit or 64 bit, both are MSIs. When you install it gives the option of server or viewer for installing. put server on the machine you want to control and viewer on the machines that need to take control
