Very Strange Flash Issue

I have a set of Windows 7 laptops where flash objects flash/flicker on the screen. My first thought was that flash was out of date so I deployed a flash update to all the machines.

 

I've come back to exactly the same problem reported, a quick check of the flash version shows that the update did deploy no problem.

 

A bit more testing has shown that when an administrator logs in it fixes the problem, but if a restricted user is the first person to login after boot flash flickers so much its unusable.

 

I have never seen flash have this kind of issue before, or be affected by the users permission level. Anyone come across this before?

This problem only effects IE, Firefox is fine.
