What's that game called?!

Anyone remember the name of a PC game I played ages ago? It was an FPS game and you played a woman spy. It had a bit of an 'Austin Powers' 60's theme to it and had loads of gadgets, and also featured a crazy ginger Scotsman in a kilt! Also, the villain was bandaged from head to toe in a wheelchair. Can't for the life of me remember what it was called!
