Active desktop icons - No background transparency

I'm having some problems with wallpaper settings with a new background image, I have tryed settings the desktop image using GPO active desktop enabled and a shared path, this does work but all desktop icons have the background colour showing through the image like the below image

I have tryed making a new mandatory profile and checked the 'use drop shadows for icon labels on the desktop' option in performance settings is enabled. All appears fine locally on the account I build the profile on but once used as a mandatory profile the icons have the background problem. I have also tryed removing the active desktop in group policy and simple set the desktop as what I want from the shared path then saved this in the mandatory profile, once again I have the same problem with the icon backgrounds. Could it be a settings in group policy somewhere? I have looked and didn't find anything but I may of missed it!
