Free RDS CAL / Terminal Services CAL?

I've got a copy of Windows 2008 R2 Enterprise,

I thought it was supposed to come with 25 free CAL licenses included?

 

Im running this on a test system in a Virtual Computer can anyone tell me if this is correct?

They are not RDS / Terminal service cals. They are user or device cals for connections to the server. Each user or device must have it own CAL to access services hosted on the server.

AFAIK the only 'testing' permitted is via a suitable license (e.g. Technet). For configuration purposes before going live, you have 120 days grace on your RDS CALs.
