Folder permission issues

Earlier today we had a teacher who asked us to collect some pupils work which they hadn't submitted and were ill today so it could be sent off. When using my username which has full control permissions on all student folders I got down to the folder in question (one in the pupils documents for his ICT work) and couldn't access it, as if permission inheritance had been turned off by the pupil.

 

So I logged in with the network administrator username and that was able to access the work but cannot change the permissions on this students created folder or add users to the list. I even tryed changing ownership to the administrator which worked but could still not add new groups/users or edit current permissions.
