Are these machines that definitely already have the codecs installed? If not, possibly wherever the codecs are downloaded from is filtered or the winhttp proxy is incorrect.

try installing something like the win7/vista codec pack from shark 007 see if it works then (its also msi deployable though sophos sometimes finds it as iffy but then sophos seems to find mmc/robocopy among others as iffy)

You probably want to go with the codec pack made for your OS, so if XP go XP. If you had 7 you probably would not need the codec pack for the vast majority of files as it has a bunch including DVD/MPEG2, quicktime, h.264, divx, xvid built in by default.

because as far as i remember there is no xp codec pack the vista codec pack is for xp and vista win7 codec pack for win7 only
