Setting up a local web server to emulate SWGFL

I'm looking at setting up a new website for my school, however I don't want it to go live yet and would like to set it up on a local machine on the network before copying it up to the SWGFL Web server once it is complete.:confused:

 

I want to use Joomla on the new website.

 

I see that SWGFL use Plasq. which version do they use? how do I go about installing it for XP? any other suggestions would be appreciated:confused:
