windows 98 / Windows 98 Second Edition

I know this product is rarely used but would a Windows 98 First Edition product key would work with a Windows 98 Second Editon CD? and Would this be Legit and legally allowed?

From what I remember from my shop days doing W98 installs, the keys aren't interchangeable.

The keys can't be interchanged. They are akin to Server 2003 and 2003r2.
