From what I've always seen, if you pay it will use it's own messenging api, if you go the free route it will use the Windows inbuilt messaging service.

 

Remember, by default Windows XP with Service Pack 2 has the messaging service disabled, so netsend - and anything that uses it - will not work anyway.

Are you thinking MSN type of messenger or one to display messages on screen like "Network going off in 10 minutes, again :D"? if its the latter I just use netsend
