Embedded HTML code generator

Does anyone know of one that's free (ideally)?

 

I'm wanting "ordinary users" to be able to embed video or flash into their VLE pages - easily. I know that online video clips often have source code that can be copied/pasted, but I have users who wish to embed their own stuff.

 

Is there such an application available, please?
