Cannot delete usrclass.dat on terminal server

If I need to reset (delete) a user's profile on the terminal server (2003 x86 R2SP2) it seems the only way I can achieve this is to reboot the server first. More often than not the user's userclass.dat is locked by the system process. UPHClean is installed and reports that it's unloading successfully, but the file remains locked. Has anyone got a solution other than rebooting the server? Thanks
