I was impressed with the offering until I seen the aol.com email address at the bottom of the site. Think of it this way; you would have a chance to make a very big improvement to their provision! They obviously aren't hard up for money. As for why they are hiring two at once... perhaps the Manager left and the tech realised they would be massively overworked until the new appointment? I know if my NM left tomorrow I would be working some very long hours until he was replaced.

It may well be that the snr tech has applied for the NM post, I would then imagine the existing tech would move to snr tech and hence create a need for a tech.

True, Id much rather go somewhere with loads of projects that need doing in a way so you can sort it yourself!
