Security box pop up after installing VNC

I have installed VNC on a few computers today and when the user logs on a Security ppo box comes up asking if i want to run VNC. I have th eoption to click OK or Cancel.

 

What is causing this? I have deployed this before via the console and have never seen this before?

What version of VNC on what version of Windows?
