Apple App restrictions

We have handed down an older IPhone to my child and in order to setup some restrictions I created a child account and set it to be managed.  However, coming from an Android background this seems to be a little restrictive.  In android you can make the request and then I will review it and approve/reject depending on what I think. With a child account there is a limit on some of the apps which makes it impossible to even make the request.  While I understand the logic, the problem comes when apps are rated to 17+ and some apps which I don't understand why. 2 apps so far include Block Blast and Chrome. While I understand Chrome can be used to search for inappropriate things. I don't think Apple should be blocking me from making that decision by marking the app as 17.

 

I found a section to change the restrictions so I have increased this to 17 so they can at least request apps.  Is there anything I should be aware of within the Apple ecosystem in terms of restricting/monitoring the phone use?

 

Note - I am fully transparent with my child and they know they have to share their phone with me (and wife) when we ask so we know what they are doing and we explain things etc.  However, blocking them from installing all sorts of junk is really useful and setting screen time limits saves us from keep telling them to get off their phone as when they run out of time, it stops.
