So as the title says, currently my place of work we are swapping out the teaching staff laptops as we have a new lease for a new crate of laptops.

Our current laptops are mainly driven by One Drive but also feature a small 100 gig local storage partition and we are currently taking the departmental approach, emailing a department letting them know their next and then 1:1 setting up an idea out of lesson time to swap the laptops over and move over any files that need to be moved over that are located on the D Drive (our local storage partition).

I think we're completely the other end of the scale in terms of attitude, here. Locally saved files are absolutely forbidden, and we still run quite a locked down ship. You can argue the pros and cons of that, but when it comes to replacing devices, we build the new device, and then it's very much pull the old one out, plug in the new one, and teacher logs on and continues much as they did on the old one, bar a few personal settings choices.

Why do you allow local storage, if you don't mind me asking. Surely that's a nightmare to manage, or have you set very clear boundaries and expectations?

We allow local storage because of video files, we dont want the hammer the network with videos being pulled from the cloud etc.

as above, we expect that all video files will be local storage only.

Yes if you can get rid of local storage that makes things so much easier to run at scale = swap out the device as long as the user can log on successfully they'll get all their stuff.  Thats why we moved to google and chromebooks as back then no one else was doing that kind of thing.  and I tell you what even though you now have intune etc google is far superior from an end user and IT admin point of few.  Few clicks and it just works, as in our case workig day in day out for over a decade. Teachers teach, learners learn - devices are fast and easy to onboard, doesnt matter what they use a PC/ipad/chromebook they can teach and learn successfully.

MS and Apple are waaaaay behind on that. The MS people will disagree.  the apple people will diagree.  they're both wrong 😛 :D

we are a mix of both, MS for Teachers and some class rooms and Chromebooks for the students. Must agree, i prefer Chrome but its a pain that everything is a DLC for them and you just need to fork out money for even the basic things like reporting.

MS is kinda going this way too with them offering premium options of their existing products.

Fair enough. I think if it were me, I'd mandate that all files, including video, need to be on server or cloud storage, and if the infrastructure creaks because of it, use is a business case for upgrading the infrastructure. Might cause a little frustration at upload and download speeds, but fewer tears at files lost from local storage that can't be recovered.

Sounds like some of this is more the bosses decision than yours, though.
