Is there a safe way to move a domain controller to a new Hyper-V host, or is the best advice to build a new server and move the roles?  I'm just trying to put it off, as I think its a little early to go 2025 yet, and don't want to have to do it twice (2022 now and then 2025 when it's safe), but I do need to retire the old host.

If you are updating and migrating I'd build new and transfer FSMO roles. If it is jus providing AD, DNS and DHCP then you can jus build with a temp IP, no need to use same name then swap over IPs when all done and DCDIAGS ran. Done this loads of times and normally leave it a day or two and run DCDIAG before and after. Then decomm old DC.
