Anyone out there got an RM C3 package for Microsoft Project 2003?

I don't have a copy of Microsoft Project 2003 to hand, but chances are (if it's created similar to MS Office) an MSI should be available if you browse the root of the CD.

 

If there is, you should be able to create an "RM compatible" package with this and deploy it to your workstations.
