We haven't bought new in quantity for a long time so use either Probrand or Ballicom but I tend to mainly communicate via email. Dealing with Dell directly is painful and often more expensive IME

AMC, Misco and Plan-IT all sell Dell hardware and you get an account manager you can speak to and if you're ordering a lot they can get access to 'special orders' to get you a discount from Dell etc.

I've successfully bought DELLs from OX-IT, Softcat and CCS Media.
