Disable O365 group expansion

We currently have moderation enabled for one of our O365 groups, however, someone seems to have figured out that if they expand the group, the moderation can be bypassed. I've been asked to prevent users from expanding groups. Has anyone been able to do this?

Does it need to be a full o365 group? or would a distribution list suffice?

We'd like to stick with the O365 group as we use it for calendar
