It's the binder you got with a TechNet subscription For a measly £100-ish per annum you got a whole raft of software goodies land each month, as well as (IIRC) three free support calls to Microsoft. Not only did this include 'trial' versions of all their software, but you got beta's and lots of other tools and service packs too. It also came with full licence keys for everything! It was an essential spend back in the day. They finally killed it (after moving it to an online version only) in 2013. It is sadly missed.
