Slow HP G3 450

We have around 40 HP G3 450 laptops which we've been very happy with and most are still working great. We have 4 which are ridiculously slow to do anything at all though, and I mean anything. We're booting them off a USB to live disk and they're still slow so it clearly isn't drivers or background apps/services. We've fired one up in to Hirens and it reports all four cores of the CPU regularly going up over 50% usage while it's doing nothing. Any thoughts?

Some kind of thermal issue causing throttling?

 

Dust, poor contact with heat sink, dodgy fan ?

They have board issues most likely, power delivery or a thermal monitoring issue. (not just cpu but VRMs etc.) I've seen this with other laptops, no error thrown up just really poor performance.

 

Check the batteries are good and that they have the correct power supply. (working PSU doesn't mean good or suitable PSU) ... I use a watt meter to check PSUs.

Check the cpu real time speed in Task Manager

BD PROCHOT was forcing the processor to run at about 40MHz. (Yes, four zero). We've turned it off which obviously means the processor will fry if it gets too hot rather than shut down the laptop, but it's a six year old device which will run office and a bit of Internet. I'm not overly concerned.......

Worth reapplying thermal paste on the CPU’s and see if that makes any improvement vs disabling a safety feature?

 

We’ve had older computers/laptops throttle themselves due to heat. Reapplying thermal paste fixed it almost every time.
