User Configuration > Policies > Administrative Templates > Start Menu and Taskbar > Start Layout File

This is an XML file, which can be an absolute bugger to get right. It allows you to control the tile icons in the Start Menu, as well as the pinned Taskbar items. I highly recommend using Notepad++ to create and amend the XML file. There used to be issues with corrupt XML files due to formatting when using Windows' Notepad application. I don't know if this is still an issue, but I still use Notepad++ to edit my XML file.

I think you don't have a central store set up. You are seeing policies suitable for your machine on your machine and policies suitable for the server, on the server.

You also don't need to manually edit the XML, you an create it on a test computer and export it directly.
