Unifi AP stuck on adopting

On my home network I have 2 ubiquiti AP's. Needed to move to new controller on a pc. I factory reset the devices and can see them in the console and ping them. They are stuck on adopting though, updated the firmware to latest version as well. I have ran the set inform command and still nothing.

 

Any ideas?

Have you taken the old controller offline?

Update, Windows Firewall was the issue!
