Office 365 A1 - Update number of licenses

Hello brothers and sisters.We are having some issues with the administration and licensing of our school.- Firstly, our school has confirmed Edu tag, and we register ourselves at Microsoft website webhttps://www.microsoft.com/en-us/education/products/officeThe problem is that after we registered for self-service, we were issued with 500 licenses for students and 500 licenses for teachers and currently the number of licenses granted to students and students is full (attached image).

we can't create any more,So how can we scale this to 1000 ?- Second: In our school, I want to divide it into several groups, each group will have a teacher who manages the number of users in this group, and between the teacher of this group and the assignment of another group will not be visible the information of each user created? And how to set this problem ?Can anyone help me with the problem we are facing?Thank you very much.

The screenshot you posted is the faculty, that is the staff licence. There should be a A1 for students. I find it strange why you have only 500. As it’s the free licence, when I created my tenant it automatically added a ridiculous number of licences for both.
