Small cheap network device with basic webserver?

I need to test the network latency from Host - Switch - BackboneSwitch - monitoring box. I need to do this over a week or two from different network cabs simultaneously to get a decent picture. Whatever I use should ideally be small, quiet and not generate a lot of heat, as I'll be sticking them in wall-mounted network cabinets so no-one turns them off.

 

I was eyeing up cheap print servers / Linksys NSLUS or similar. All I care about is:

 

I can assign it a static IP address

It responds to pings reliably

I can grab a file (even just a simple html file) from it

Cheap as I'll be buying 6-10 of these.

 

Bonus points if I can flash it with a basic linux distro, but not essential.

I'd have a look at grabbing some old cable or ADSL modem/routers from ebay. As long as they have a web based interface they should do exactly what you want - you can buy the old AOL ones for £1 each, handful of those and you're sorted!
