Can't get My vpn to work externally (working internally) using Server 2016 as the vpn server ,what ports do i need to forward, ive already done udp 4500 and udp 500 , do i need to open anything else ?

Is it DNS? Its always DNS!

Have you got a public DNS name to the VPN server. E.G.

Vpn.domain.com. and is it resolvable externally?

 

Or it could be certificates.

If using ikev2 have a look at the registry edit in this article, it is still relevant if both your vpn server and client are behind firewalls. Connecting L2TP/ IPSec VPN Server Behind a NAT, Error Code 809 | Windows OS Hub

 

Slightly more updated link specifically for server 2016 and windows 10 https://www.stevenjordan.net/2016/11/fix-win-ikev2-nat-t.html , the reg location seems to be slightly different.
