We have systems that allow us to deploy software to computers while they're connected to our network, but is there any way / any system (not SCCM or Intune though because we don't have those) that would allow us to deploy software to college owned computers over the Internet?

Basically for situations where staff or students working remotely say "oh I need X piece of software but this laptop hasn't got it".

Any suggestions / recommendations?

Do they have direct access, vpn or always on vpn? if so you could create a published install for users containing all your approved programs.

if not, a remote desktop session is all I could think of.

EDIT: published installs will only work on domained PCs.. but I'd assume your software licence would restrict you to this anyhow.

I've configured my chocolatey installs to look at a shared smb drive, but if I add back the default repo that should work for all packages published publicly. Or run your own repo http server

No we don't have any of those. Unfortunately remote work has not been a big thing at our site until now.
