I have created a Start Menu which using Powershell and group policy on a computer it allows me to have it fully deployable to every user that logs on to any desired machine. This is helpful as it means the main applications are all on the start. But the issue I now have is that there is customisation for roaming profiles which may want other applications on the start if they have other highly used applications.

I tried this but it just seems to create a fully locked start menu, there is no lock sign like it says there should be but its not possible to add move or add different tiles to the menu unfortunately

Don't know then sorry. That layout has worked for us since 1511. Try logging in with a fresh user? Delete the current user profile on your test computer and try again?
