Windows 10 - IT Support PC blank screen when admin needed

Fresh install. Set regional settings to UK with GP.

 

Before a restart it was asking for admin login to access anything like an elevated CMD prompt or installing programs, now it just goes to a blank screen.

 

The only way out is Ctrl-Alt-Del.

 

Anyone seen this behaviour before? Is this maybe a UAC problem, or am I looking in completely the wrong place?

Seems to be a common issue at the minute.

Thought it may have been Impero but people without Impero have the issue to.
