I'm after a new switch, my 16 port trusty 3Com is on it way out and I've had to take it out the network due the fans needing replacing.

I'm after a 16 or 24 port, none PoE unless I can get one with a few PoE ports, think managed would be best option to go for but not the end of the world.

Needs to be as quiet as possible, going in the network cabinet in the attic so out the way but anything too loud does echo down.

Any recommendations, even willing to purchase second hand to help reduce costs as long as it works. It's only for home but I need more capacity than 8 ports.

HP 1920-24G OfficeConnect. They use comware CLI via serial (for out of band management) or HTML GUI, got 3 of these at home, low power and fanless if the non-PoE versions. From memory I think they use Layer 3 Lite, but I don't use mine for routing.

2 switches I bought new for approx. £250 . The third I found on ebay for £150.

I'm not a fan of switches that rely solely on a web gui so that is the reason I went for these. You have to use a special command and password to get unrestricted access to the cli but this is available on the Internet.

You should be able to find some HP 1810-24G's on the Internet dirt cheap, but these are basic layer 2 and have no out of band management. You can create vlans and LACP on them but not much more. I've had 2 of these at home before now and they seem rock solid and reliable.
