Closed and Reopened Window Position?

Hi folks,

 

What is it that controls, when an application window is closed and reopened, where the window reopens?

 

With Chrome for example the window reopens where it was last closed, as does Word. SIMS opens maximised on my primary display.

 

The reason for asking is that we're using Promethean's Activinspire touchscreen program, and that always opens on the primary display. Whereas we'd like it to open where it was last positioned, on a secondary display (the touchscreen).

 

Any ideas?
