I know i need to allow them to "dial in" but can i make a group for VPN users and only people in that group be able to access it? If so, how?

Yes you can by configuring NPS. Here's a good guide: Configure VPN in Windows Server 2012 R2 - TechGenix You can then setup an AD security group for users that are allowed access. 1

MatthewL Posted September 8, 2017 Posted September 8, 2017 Depending how you set your VPN up you normally assign a group i.e. VPN users you add them in there then they can VPN in, anyone else is a no.
