turned out it was 'national close a road day' - on the normal 15 minute journey we came across 4 closed roads

 

and - no - there hasn't been any flooding around here

to be found guilty of an offence you have to know you have exceeded the regulation

 

so if you have no idea where you are up to - then you are not guilty

 

 

well - in Boris's case not actually "not guilty" in a general sense - but not guilty of any offence implied above
