Printers - Point and Print not working

We are upgrading to Win10 and Server 2016 but I am having problems with printers

 

I have enabled Point and Print restrictions and enabled Point and Print Approved Servers but drivers still do not install automatically.

 

I have changed something in regedit to make the driver appear to be packaged and it shows as packaged in print management.

 

Using Preferences to deploy the printers.

 

If I manually install the driver once then future installs on that machine work fine.

 

Anyone know of a fix?
