Looking for where i can design a a webpage by using drag and drop so i have an idea of how i want the page to look. I don't want a website builder like google keeps giving me i just want a way of designing how a page would look then i can pass it onto our website company.

You can get drag and drop Plugins for WordPress. I've used quite a few bit can't remember the names.

Why not just use paint, and just google search for buttons or anything you need to make the navi bar and then at least its something that your web developer can look at and start with.
