Missing "Upload" & "New Folder" Buttons

I am unable to see either the "New Folder" or "Upload" buttons. I have done the same install at 3 schools, 2 working fine, this one not. They can see and download fine from all of the Network drives but do not get the option to Upload back again.

Running on a Windows Server 2012 R2 with HAP Version 10.5. Any ideas would be greatly appreciated.
