License metering software - limit software running on X number of machines at once

Does anyone know of any free or cheap options for live software license metering? For example, if we have software where we have 300 licenses for (concurrent users), that we can install it on our whole district, and when the 300th person launches that software, no one else is able to? They would get a pop-up telling them to wait in line for it, or that it's unavailable and will notify them when an instance of it is?

 

I would think something similar to this:

Of course, I'm guessing there are no free options for this - but being a K-12 district in Illinois, funds are very limited for us.

You could build a vb and php system that could do it the only thing it would not do is lock you out from running it
