The only thing with kite-marking products is that schools will use different products in a variety of ways that sometimes have little to do with what others might purchase them for. This level of innovation is either born out of lack of funds so you use what you have got or an excess of imagination (or both!)

 

This is one of several reasons why Becta try to make all documentation product agnostic and why you need to read the functional specifications for ICT INfrastructure to go with the technical specifications. Too many people see the technical specifications as a shopping list.

 

Personally I don't see why a mixture shouldn't work ... remembering that the level of support varies from school to schools, from phase to phase and from region to region.

 

You have to take into account all avenues and there is usually a few people at each LA that recognise this. As for VLEs ... if you take one brand, they insist that a local box is best, where as another brand (actually the same technology) says a regionally hosted one (Or hosted on behalf of the region) is best. The first gives speed, security and flexibility ... the second give lower TCO, easier access to collaboration and a greater chance of sharing good practice between schools (including transition too).

 

It truly does vary for the needs from school to school and LA to LA. That is why in Northants we are trying to stress that the Learning Platform is to be complimentary to anything else you use, and to help tie in with schools, LA and RBC agendas.

You have a point GrumbleDook. Once BSF comes along we won't have a say in anything like this anyway - centrally-hosted VLEs just make this whole process easier for LEAs and managed services.

Hi Tony,

 

I reckon there are kite-marks and kite-marks. I'm against setting standards for functionality/quality for precisely the reasons you mention - everyone wants something a little different, either because they are working in different contexts or because they make different subjective judgements.

 

I am particularly in favour of interoperabilty kite-marks which give a guarantee that a product passes the conformance test and will plug-and-play on different systems (maybe "feature mark" is more what I am after). Because it's an objective decision: either it plays or it doesn't (and a lot of marketing blurb won't give it to you straight). And if the kite-marking authority says it plays and it doesn't - then you have a legitimate complaint against the kite-marking authority. The mark is a guarantee.

 

But interoperability and other technical kite-marks do not imply any kind of recomendation: if you don't want your word processor to interact with your kettle then you are quite right to ignore that particular mark.

 

Most schools would not be in a position to ignore health and safety and data protection marks. Becta should do a rigorous evaluation against transparent criteria (encryption standards, firewalls, legal procedures...), mark the product, take responsiblity for having marked the product; and then anyone can buy it, without having to run expensive, parallel procurements and evaluations.

 

As for your last comment, shouldn't the LAs and RBCs be tying in with the front-line teacher's agenda, rather than the other way round?

 

On centrally managed services, I entirely agree with you and webman - I think they make more sense than local hosting.

 

But I suspect that you mean that the central service would provided by the LA or RBC.

 

I see it as being provided commercially, with the schools being able to choose from many alternative and competing services. All services being able to share data (e.g. for transition/sharing content) through robust interoperability, which would be transparent to the user. If you want to share content/best practice, why restrict yourself to the local area? And best of all, you have a market in which function is driven by the user (teachers) - if they don't like one service, they switch to another.

 

Markets always drive progress faster than central provision. And if you currently work in a Local Authority, you can always get a job with a commercial provider and probably get paid twice as much - because you will be working in a system which is so much more efficient than the current one.

I only work for the LA on behalf of the school. It does give me an interesting view of things. I don't think I would want to move away from working in a school as the main part of my job ... I agree with you that the schools is where it should be led from, for the needs of the students and the needs of the teachers. It is a shame that there are not enough schools capable of making the difference yet. Give it time though ...

 

I have previously described what the end goal is for RBCs and the NEN where there are regional IDPs but SSO from the desktop through to 3rd party providers, so it matters little where the services / application / content actually is. The limitations of locally (ie school-hosted) services is that it is difficult to let others in to collaborate, it is easier at LA or regional level. That is evident from what is going on in the Northants and, from what I can see of the above posts from Innermumbo, also in Norfolk.

I agree that SSO is very important - though I have never been sure that Shibboleth is the best way forwards as it requires customised implementations on content sites, which I think is unlikely to be achievable.

 

There is no reason why platforms should not wrap authentication information into their HTTP Get requests as they launch remote resources - although this requires the user to go through the platform (a restriction but possibly an advantageous one), it does mean that nothing special has to be done on the remote site.

 

This is something that SALTIS plans to look at as stage 2 of its content packaging profile.

 

There are other issues around distributed content: "cross domain scripting" - an issue connected with the SCORM runtime, and content discovery on a distributed system, which we would also look at.

Or, as I say above, even easier for a commercial company providing a service at national level to any school that wanted to buy in.

We are currently undergoing the birmingham trial of SIF, to say it has been smooth is a massive understatement.

 

One thing to bear in mind that it will enivitable involve 3-4 parties with any project taking on SIF.

 

1) the vle or application agent provider

 

2) the MIS agent provider

 

3) the Local MIS system support provider

 

4) the ZIS service provider

 

from experience it is a 3-4 way blame exercise with each blaming eachother for delays.

 

However as we are the pilot we will be hit by these problems more than anyone else.

 

One thing to mention also all of the SIF agents are infact dumb agents and simply pass data no processing or checking so for instance attendance data will overwrite any existing marks within your MIS. All processing / checking will need to be done prior to sending to SIF/ZIS.

Very interested to hear how you get on with the SIF trial. The SIF model makes real sense in theory. My LA is a committed SIFa member and we are watching developments with a keen eye.

 

Data cleansing is a clear problem whatever model is used and we have already fallen foul of the sorts of issues that you have described with bespoke, or non-standards based solutions. Our proposed model will see the ZIS sending datasets predefined as 'uncleansed' to a data cleansing service. This in turn will send the 'cleansed' data back to the ZIS / Sorting Office to be sent on to it's original intended destination.

 

Ultimately, to reduce the amount of data entry replication that happens across schools and LAs, data owners or guardians must be identified for each data item. These owners or guardians are then given responsibility for the quality of the data item. Data owners or guardians will change depending, for example, on the age of the child, employee of a member of staff, etc., etc.

I hear a lot of talk about VLE and MIS integration and cannot understand why more Schools do not consider using a Terminal Server for remote access to the School.

 

The difference is that VLE's are designed to benefit learning not just admin.

 

Would you seriouly have the capacity to provide 300 concurrent connections to provide for both staff and students connecting from home.

 

The load will spike around revision time.

Totally agree ZIS / SIF is the way forward and unfortunatly someone has to be the guinnue pig! Ironicly we are also one of the schools on the choping block for closure in birmingam so all this work will actually only really benifit others....

 

We are now in Month 4 of the development and integration and more is still to be done as it isnt secure transmition yet as its only using http not https????

Working on the project has highlighted its positives and negatives.

 

As i said earlier in this thread it just doesnt envolve one party in any development its several each needing to develop their part before the other can proceed. We are now looking at March for a deadline as new modules need to be written for SIF / CMIS.

Totally forgot about this.... Well 12mths from project start they still couldnt get it to work so we canned the project and went back to eportal.

 

SIF/ZIF however does work and is running, we eventually blamed the provider of the system for not understanding the basics of registration. They could not see that the system would need to only allow students to register on terminals that were in the rooms that they were timetabled in. They could not see a student registering in reception area and then disapearing off site.. so we walked away..

 

Modules for SIF / ZIF are written on a request basis so that adds time to any project in the first instance. By now though i assume a lot more interface modules have been written so the system should be a lot more simpler to implement..

I feel I must contribute.

 

If I can start by quoting from a previous post of mine some months ago

 

“Solutions bigger than a school don’t work”

 

It’s the nature of the way schools work at present. The pedagogical shift needed to facilitate the necessary changes to work collaboratively will not occur in the short term. We have to work in the here and now.

 

I have been predicting the failure of these LA and RBC hosted VLEs for the past 2 years. Certainly in the authority in which I work this has been the case.

 

The reasons for this…

A conflict of commercial and educational agendas

A lack of understanding at the LA of the needs of schools

A lack of understanding of the needs of schools by the schools

A lack of engagement of the schools with the LA. Most schools either don’t give a damn or do not have the time or will to take part.

Ideas of federated identity and centralised MIS at this stage are, in my opinion, a waste of time and effort.

 

Is all of this about relinquishing power? No not really it’s about putting in place solutions that are relevant and functional ie they work now! Maybe in 5 years’ time a solution will come, but until then, after nearly 3 years of being involved in implementing an LA solution, my advice is do not get involved.

 

So what is a relevant solution?

 

Ask the staff but more importantly ask the kids. If you want my opinion (which you probably don’t but I’m going to give it anyway):-

 

1. Local VLE and associated services with MIS integration (choose whatever platform floats your boat). Why?

 

a) Who the hell wants to provision thousands of class sites for classes relevant only to your school on an LA or RBC solution? An LA not too far from us managed by a large provider uses a VLE solution where class sites are provisioned manually!!

b) Integrated authentication actually works in school. (No LA firewalls etc to contend with)

c) MIS and VLE integration at the school level is fairly cheap and simple eg you can integrate for less that £2,500 pa. Our whole VLE solution costs less than £3,500 pa. Which leads nicely onto…

d) Easy to change the solution. How many schools when they embark on this journey make the right decision first time? How many providers once in place are then willing to change? (be honest) Eg If you have Sharepoint and want to change to Moodle, no year-long committee meetings with solution providers and negotiations with other school. Let’s face it how often do you agreement between 2 schools let alone more than 15? We need to be dynamic in the solutions we put in place. Large scale solutions cost lots of money and are not agile.

e) Control!! Yes, there I said it control. But for the reasons highlighted above there is justification for this. Many companies are now in sourcing their IT retaining their organisational IT knowledge, why are schools doing the opposite? (making them less able to make IT decisions in the future). I can hear the argument i) it’s safer “in the cloud” – no it bloody isn’t. We have less down time and the data is more secure (we know what really gets backed up and how often) than any LA or RBC solution ii) It costs less – No again (see above) plus changes cost money ask any school with a MSP about that one. Imaging how much it would cost to change from Sharepoint to Moodle across the LA? The MSPs would be rubbing their hands with glee.

 

2. Use LA or RBC solutions for “collaborative” sites. To be honest though how many schools actually collaborate using these sites? From my investigations virtually none. Most use exam board site (secondary) or other subject specific sites which already have more specific info on them than an LA site could possibly have.

 

I have no doubt that someone will come up with a counter eg a Midlands based solution but having visited several placed who consume their services, I have yet to change my mind.
