webman Posted June 23, 2014 Posted June 23, 2014 If someone hasn't paid a bill they should expect this kind of thing. You don't pay rent you get evicted... I think one of the contributing factors is that the rates have been increased so high (probably unfairly) that many customers who were once able to pay are no longer able to.
