What do you mean? What are you wanting to monitor/report upon?

The creation and deletion of User Accounts within a predefined time range?

 

I.e I would like to know if someone creates a user account at say 10:00am but within 10 minutes deletes the account again. So if a user account is created and deleted within 10 minutes I want a report of who created it. I can then match this to incident calls we have to see why it was created.

I think this would be handled under auditing and something that looked for changes in the log.

We use Dovestone Last User logged on app.

 

That gives some nice reports on user logins and un-used AD accounts and computers

There was an addon available that offered change management and it was available as an extra with software assurance I can't find it but I know luke @Millgate quoted me for it.

We use Manage Engine's Active Directory Manager. Works quite well. You can create templates for user accounts etc. The reporting portion of it also does rather well, and if you need a custom report they can help you get that accomplished.

This is pretty good - Active Directory Auditing and Reporting with Netwrix Auditor

We use OSSEC for "who changed/created/deleted something in AD".

 

It's not exactly pointy-clicky to use though. The webui has improved of late, but you're better off feeding it into something else and reporting there.
