ZooStorm PCs typically have very noisy PSUs and don't look like they are built to last. I would avoid those personally.

 

For not that much more money you could get some Dell OptiPlex 790's from @ICTDirect_Dave...

Personally I used to use Stone machines with the cheapest sticker possible.

 

remember if you are budgeting always put in a bit of leeway so when they cut it you get perhaps a bit more than they would have given you :)

For the laptops check out the Fujitsu a512 range - very aggressively priced for i3 4gb ram . If you get the right Fujitsu reseller there is a possibility of getting a much better price than you will see on the web.

 

There are also some sub £35 3yr onsite warranty options .

The zoostorm entry level machines are mega budget , with a new pc you'll get what you pay for.

 

Some of the new Haswell celeron aren't that slow relative to early sandy bridge i3 2120. http://www.cpubenchmark.net/ is a good place to find CPU performance if you are comparing refurb CPU spec vs latest model CPU.
