Windows 7 logon fails after 2 successful logons

I have been struggling with with a logon problem for several days, basically after 2 successful logons the 3rd one fails and does not connect to the server, also all the icons are missing. I am now in the process of trying to logon after a reboot to see if I have the same pattern.

 

I am running Windows 2008 R2 SP1 with Windows 7 64bit clients. I have loaded all the updates on the server.

 

I have tried enabling "Always wait for the network at computer startup and login" in group policy for the staff policy but this has not worked. When this happens I am not convinced that the policy is actually being applied.

 

This is driving me mad, so any help would really be appreciated.
