The solution was to change the network card on the distribution point virtual machine from E1000E to VMXNET 3.

Is there any reason you weren't already using VMXNET3 for 2008 R2 given its many advantages over E1000E?

Hey, I am new to this forum and decided to join after years of luring.

 

As Microsoft suggested in there documentation it is not a good idea to upgrade. A migration is better suited since it limits the errors associated with upgrading.
