Why do my DNS Recursive queries fail?

I have two DNS servers. Both fail to connect to our ISP's dns on any stable level. I've checked with the isp and they gave us new ips. After more testing they said that they are not seeing any dns forwarder queries. So I swapped out our firewall and enabled ALL traffic so it should act like a gateway. From and to the internal DNS servers, I have zero problems pinging anything internally. I'm still seeing the issue and I'm pulling out my hair. Any suggestions on where I could possibly look would be great.

How does the problem manifest, is it just the recursive test in the dns snapin?

I'm just using the recursive tests to confirm when the forwarders lose connection to the ISP dns. (yest the snap in)

AFAIK, a reverse lookup zone would be required to be able to perform recursive DNS queries as this process is resolving an IP address to a name rather than a simple query which resolves names to IPs - check to see if you have one set (or still have one if you did before) as this may be causing problems. I'm not 100% sure but its something to check.
