I recently asked a couple of recovery firms after having a 30gb Fujitsu HD fail in a school notebook; teacher had saved what he described as vital data there instead of his server share. Both were in the £300 to £350 no recovery no fee field.

Not if there are any physical defects with the disk or the controller board

if you have 2x of the same drive model you can swap the drive platters/board to recover the data.

We have a copy of RStudio, which will recover the majority of failed OSs/ Partitions, I'm not sure who makes it.

 

If there's anything fatally wrong with the disk, then yeah, you need an expert, and a dust-free room.
