We have a large fleet of Celeron CPU/4GB RAM laptops... I have read online Windows 11 offers 37% better use of memory and CPU. Before I start to test, has anyone else upgraded similar machines and seen an improvement?

I had the same problem using old AppLocker GPO's when upgrading from Windows 7 to Windows 10 (no start bar available). From my understanding when you first create the GPO AppLocker rule it builds from your reference device OS. I would suggest building a new GPO using a Windows 11 device, then recreating all AppLocker rules within that new GPO.
