are you installing onedrive /allusers so that it installs in program files? https://docs.microsoft.com/en-us/onedrive/per-machine-installation if not then I would try that.

I'm guessing you have the start menu search disabled\blocked by group policy? They changed it so it uses the same search process as found on the start menu
