The short version, is that as we (The Trust/School) is providing the device, we would hold the safeguarding responsibility, in school or at home. I think that most parents would think it reasonable that if we issue a device, we are ensuring a pupil could not access content they shouldn't in school , and I certainly wouldn't want to be the one answering a complaint if they could with ease.
