I'm starting to use meraki for our district ipads. Email enrollment is fast for us. we get it almost instanly.

On our test ipads. 300. Configure MEraki for VPP Managed Distribution, Apple Configurator to supervised iapds. Apps comes down magically to ipads. no credentials to enter.

You can do time base tags. You can set a "LOCK" profile during the days and then set "UNLOCK" profile after hours for updates to run and app install. -
Currently testing Meraki MDM and can do all your requirements except reporting. I'm trying to figure that out. I find it easy to use and deploy. LEt me know if you have questions.
